What will 91²Ö¿â's proposal look like?
Looking ahead, election Day is Nov. 3, 2026; however, early voting begins Sept. 24, 2026. The college’s operational millage proposal will be on the ballot.
Ballot Language
Ballot language can be confusing. Sometimes voting "NO" actually means you're supporting a proposal, and sometimes it's the opposite. Michigan law imposes some statutory requirements governing the format and content of ballot proposal wording, so there is little opportunity to clarify wording appearing on ballots.
However, we can do our best to explain what the ballot proposal means.
What the ballot proposal is asking voters to decide
The ballot proposal is asking Emmet County voters if they want to support maintaining 91²Ö¿â's current operations. This is not a new millage.
To support current operations, you are being asked specifically to approve a millage renewal and restoration of property tax revenue back to what was approved in 2016.
What does this mean to taxpayers?
A home with a taxable value of $100,000 will pay $193.16 per year to support the college. Please note that the taxable value of a home is approximately half of its value; for example, a home valued at $200,000 has a taxable value of approximately $100,000.
If the millage passes, this same home will pay no more than an additional $8.05 per year ($0.67/mo.)
Another example
The median home value in Emmet County is approximately $450,000. If the millage passes, this $450,000 home with a taxable value of $225,000 will pay no more than an additional $18.11/year ($1.51/month).
The actual ballot language
This proposal will restore the authority of the College to levy 0.9946 mill for general operating purposes for 10 years. Of the 0.9946 mill, 0.9141 mill represents a renewal of the authorization previously approved by the electors in 2016, which will expire with the 2026 levy and 0.0805 mill represents a restoration of that portion of the same millage authority which was reduced by application of the Headlee Amendment.
Shall the limitation on the amount of taxes which may be levied on taxable property within the 91²Ö¿â district, County of Emmet State of Michigan, be increased by 0.9946 mill ($0.9946 per $1,000 of taxable value) for ten (10) years, from 2027 to 2036, inclusive, as a renewal of the 0.9141 mill previously authorized by the electors which expires with the 2026 levy plus new additional millage in the amount of 0.0805 mill, to provide funds for operating purposes?
